I really searched for the solution to the best of my abilities but can't find any that would work aside from running a video in the background, so if anyone knows how to fix this please let me know. If you slap this game on top of 4k youtube vid, why does it run better and more stable then? I don't know why that happens, maybe the cpu or gpu aren't using enough processing power for the game, but that doesn't make sense to me. and now the only thing that worked constantly: when i run anything in the background, be it discord, zoom meeting, youtube video, and at the same time I play the game, then it's smooth. i tried running in fullscreen, borderless and off with similar results, I changed the sleep margin in options.ini file but it also didn't help when i ran the game on its own
